Plan International Thailand (PIT) has worked in Thailand since 1981 to advance children’s rights and equality for girls, focusing on marginalised groups including migrant and stateless children, indigenous and ethnic minorities, and conflict-affected populations. PIT operates mainly in Chiang Rai, Chiang Mai, Mae Sot, Greater Bangkok, Phuket, Phang Nga, the Deep South of Thailand, and other priority locations. . In addition, PIT engages in and aims to further strengthen cross-border and transboundary programming, particularly in areas linked to migration, protection, labour rights, climate resilience, and humanitarian needs affecting children, young people, families, and communities across borders. PIT’s programme portfolio includes girls’ and youth leadership, CSO strengthening, protection including digital and online protection and wellbeing, youth skills, employment and entrepreneurship, ethical recruitment and labour rights, sexual and reproductive health, and climate resilience. To deliver its strategy, PIT works closely with government, civil society, academia and research institutions, private sector actors, youth networks and community-based organisations, and cross-border partners to promote inclusive, locally led, gender-transformative, and sustainable change for children and young people, especially girls and those most at risk of exclusion. ROLE PURPOSE The Programme Development Manager leads the design and development (and implementation when required) of high-quality, evidence-based and results-oriented of new programme initiatives. The position translates programme evidence, contextual analysis, partner and Plan priorities; and, donor requirements into compelling development project designs using a results-based management (RBM) approach, including Theory of Change, results frameworks, logical frameworks, indicators, baselines, targets, risk analysis, sustainability and value-for-money considerations. Working closely with the Programme Director, programme technical leads, MERL, finance, grants, communications, local partners, National Offices and the Asia Pacific Regional Hub, the role ensures that new project ideas are strategically aligned with Plan Thailand’s country strategy, donor priorities, safeguarding standards, gender equality and inclusion commitments, and organisational cost recovery requirements.
