MERL Manager
About the role

The Opportunity Lead in designing Theory of Change and Results framework as well as Implement Result Based Management in Plan for the Integrated Programme during the project/programme design phase with the programme team; Support the proper implementation of Programme & Influencing Quality Policy (PQP); Develop and implement Knowledge Management (KM) and Information management system to support documentation and dissemination of best and innovative practices – working in close collaboration with communication specialist. Lead and actively participate in the development and use of the M&E tools and systems; Develop country annual MERL plans and follow up to ensure implementation; Conduct regular Program Area and project visits to monitor and support on data analysis on key indicators to track and follow up on progress towards achieving programme and project targets and objectives; Review all Terms of Reference for the studies, evaluation and research to ensure they meet Plan standards; Ensure the realization of project meetings with partner, communities and stakeholders for learning and reflections towards future project designing In collaboration with Partnership and Compliance Specialist Train program team on project operational planning and evaluation system in line with organizational requirements; Conduct program delivery audits Participate in the development of yearly program budgets and operational plans. Feedback to line managers in performance reviews of projects MERL staff and identify capacity-building needs; About You Master in Statistics/Social Sciences or related discipline; Relevant professional work-related experience in NGOs; Demonstrated analytic capacity and ability to write high quality reports; Ability to interact effectively with donors, collaborating agencies, local and government partners; Knowledge and Experience in project management cycle; Ability to work independently without close supervision; Excellent organization and planning skills and ability to resolve problems constructively; Mastery of the approaches to humanitarian/programme/project logic, trends in own and related fields of work and a range of effective strategies, approaches and practices. Ensures that strategy, policy, standards and plans related to own field(s) of expertise are based on rigorous internal and external evidence, including examples of effective practice. Interpreting and contextualising data, assesses results and draws conclusions to inform initiatives and clearly communicating the results of evaluation and lessons learned as appropriate. Strong Communication and facilitation skills; Excellent English and Portuguese oral and written skills required.
