Program Portfolio Manager - Humanitarian Action
About the role
The Organisation Plan International Pilipinas is a girl-centered community-focused non-government organization, serving the Philippines for the last 64 years. We are a newly locally registered Foundation, connected to 80+ Plan International offices worldwide. We work with around 7,000 partner communities or barangays across the country, delivering programs on (PIER) Protection from Violence, Inclusive Health, Education to Economic Empowerment, and Resilience and Humanitarian. We have 30,000 sponsored children and 2.5 million program participants, co-creating lasting impact especially for girls. About the Role The Program Portfolio Manager (PPM) for Humanitarian Action is a senior leadership role responsible for the strategic oversight, quality, and performance of Plan International Pilipinas’ humanitarian and emergency response portfolio. The role leads the design and delivery of high‑quality, gender‑responsive humanitarian action, including anticipatory action and emergency response, aligned with Plan International’s humanitarian standards and commitments. The PPM ensures strong coordination across program teams, optimizes resources, strengthens partnerships, and embeds learning and accountability across the portfolio. This role works closely with program areas; the country office; regional and global teams; as well as government agencies, donors, alliances, local governments, civil society organizations, and community partners. Key Responsibilities Provide strategic leadership and oversight of the humanitarian and emergency response portfolio, ensuring delivery of high‑quality, inclusive, and gender‑responsive programs aligned with Core Humanitarian Standards. Lead portfolio planning, resourcing, and performance management to ensure efficient use of funds, timely delivery, and measurable impact. Drive business development and resource mobilization, leading the design of gender‑transformative emergency response proposals and positioning the portfolio for institutional, regional, and local funding opportunities. Strengthen partnerships and stakeholder engagement with government, donors, civil society, and community partners, ensuring compliance, accountability, and capacity strengthening. Champion program quality, evidence‑based practice, and organizational learning, maximizing MERL systems to improve humanitarian outcomes. Provide senior leadership and people management, mentoring project teams and fostering inclusive, collaborative, and high‑performing ways of working. Requirements & Qualifications Education Preferably a Master’s degree, with 5–7 years of progressive experience in development and/or humanitarian work, or an equivalent combination of education and experience. Experience & Skills Proven experience in humanitarian program or portfolio management, including planning, budgeting, and oversight of large or complex projects (including consortiums). Strong background in emergency response, including work in remote or high‑risk settings. Demonstrated experience managing partners, community organizations, and volunteers. Track record in proposal development, donor engagement, and resource mobilization. Excellent written and spoken English, strong interpersonal skills, and the ability to build effective working relationships across diverse stakeholders. Willingness to be deployed at short notice for emergency response.
